The community

Built as a self-contained Florida neighborhood.

DECCA (Development and Construction Corporation of America) was founded in 1983 by Kulbir Ghumman. DECCA’s mission statement sums up Mr. Ghumman’s dreams perfectly.

“Our mission is to continue to plan, create and manage excellent, self-contained, full service communities that offer outstanding value to our customers, a fair return to our suppliers and stockholders, social responsibility to the community at large, and above all, growth and fulfillment to our employees.”

He chosed a little known town called Ocala for his two most recent projects for several reasons. It was ideally located in the heart of Central Florida and had abundant water stores and rolling hills evocative of his childhood home in the foothills of the Himalayas.

Most importantly, though, he chosed it for the fantastic potential it presented in terms of population growth. Today, over 5,000 homes later, that mission statement has been the beacon by which Mr. Ghumman has successfully led his company.
